We are looking for an individual with significant experience in working at an organisation-wide level to lead his/her team in providing support for the implementation of ambitious strategic projects including: the development and strengthening of PMEAL related policies, processes, guidance and tools, as well as building internal capacity at various stages of the organization (HQ, Regions, Field offices).

Main responsibilities

  • You will accompany Tdh teams in setting up an organization-wide PMEAL system to enhance the organization's capacity to measure its programme outcomes, improve their quality and accountability, then feed these back into Tdh learning and future programming.
  • You will lead a global and regional team working across the portfolio of seven institutional programmes to ensure they continually meet global commitments (e.g. Core Humanitarian Standards), as well as PMEAL best practices, guidance, processes and tools.
  • You will make sure that the organization commits further in developing an Accountability framework and PMEAL policies.
  • You will ensure that PMEAL operations have adequate and dedicated resources, and you will create a Learning and Development environment promoting continuous learning, motivating the team to ensure optimal liaison with relevant external networks.

Fonction details

Terre des hommes is looking for a senior professional experienced in strategic Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) to oversee a unit at the Lausanne Headquarters, in charge of strengthening the Quality and Accountability (Q&A) of organisational projects and programmes.

You are member of a leading team shaping the transformation of Terre des hommes to meaningfully increase its impact. At present, the unit, located within the Operations department includes an M&E advisor and an IM advisor at HQ level, two Q&A advisors at regional level, and is expected to  expand in line with the Tdh 2016-2020 Strategic Plan commitments.


  • To be successful you need to have significant experience in strategic planning, including design, implementation, leading and overseeing a PMEAL framework at programme level, ideally in a humanitarian context or for a humanitarian organization, in the field and in HQ.
  • You must have expertise in project - programme cycle management, in-depth knowledge of its concepts, processes and tools, and in facilitating participatory processes.
  • You must also have experience in leading a team in a changing environment, and show excellent communication skills.
  • In addition, you need to show strong conceptual and analytical skills, including familiarity with relevant data collection and analysis methodologies adapted for projects and programme situation analysis, monitoring, evaluation and learning.
  • You know about the latest development in the sector.
  • You are open to innovative and adaptative methodologies.
  • Entrepreneurial, organized, flexible and autonomous, caring for transparency and honesty, you are recognized for your skills and ability to connect and work with colleagues from different sectors and activities, in various multicultural environments.
  • You show sensitivity and knowledge of ethical issues related to project management, gender, equity, do-no harm.
  • You must be fluent in French and English (minimum C1) both written and spoken. Spanish skills represent an asset.
  • Master’s level studies or equivalent university diploma in a relevant field is required.
