Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of non-governmental organizations (NGOs) that work collectively and with other humanitarian stakeholders to promote and facilitate NGO engagement in the humanitarian sector and its policies.

NGOs form a vital pillar in the international humanitarian community; however, despite implementing the majority of humanitarian work, NGOs often find themselves excluded from key decision-making structures and processes. Increased NGO contribution in these structures and processes could directly benefit affected populations, closing the gap between field realities and global policies.

By strengthening NGO engagement in the development of the humanitarian sector, ICVA aims to positively shape the future of humanitarian assistance, promoting more collective, principled and effective action.

Based on its 2015-2018 Strategy, ICVA promotes and facilitates NGO engagement and partnership with a variety of actors and bodies (e.g. IASC, UN agencies, donors, members states, international and political bodies, and emerging players), with a key focus on:

  • Forced Displacement;
  • Humanitarian Partnership;
  • Humanitarian Coordination; and
  • Humanitarian Financing.

Historically based in Geneva, in 2013 ICVA expanded its presence to Asia, MENA and Africa to:

  • Ensure closer proximity with its members in those regions;
  • Expand representation to regional or international humanitarian and political bodies and actors present in those regions; and
  • Develop stronger links between field realities and global policies.

Objective of the position

The Director of Programme is responsible for supporting the development of ICVA’s strategy at regional and national levels.  She/he supervises the management of the regional hubs (in Asia, MENA and East Africa) and the implementation of programmes and activities at regional and national levels (NGO Fora).

Responsibilities and activities

Strategic Direction and Implementation

  • Contributes to the strategic direction of the organization.
  • In co-lead with the Director of Policy, oversees the strategic analysis of programmes and policy positioning of the organization according to ICVA’s priorities.
  • Ensures the strategic objectives at regional and national levels, coherent with the global policy work, are achieved and communicated.

Programme management

  • Leads and manages by motivating staff and by encouraging good performance and values.
  • Ensures the work plan objectives are achieved, communicated and shared and contribute to ICVA’s strategic objectives.
  • Allocates resources as to ensure staff can complete their responsibilities to their highest potential.
  • Initiates programmes and activities that are resourced and are as effective and efficient as possible.
  • Ensures that all implemented activities are relevant to the mission and vision of the organization.

External Partnership and Representation

  • In coordination with the rest of the ICVA team, engages with external stakeholders as to build and maintain essential relationships contributing to ICVA’s strategic objectives.
  • Invest specifically in supporting the regional representatives in building relationships in the regions.
  • Support and connect with the ICVA members.
  • In close interaction with the other senior staff including the Regional Representative, Director of Policy and the Executive Director, be part of the public face of ICVA.

Grant Management

  • Supports the Executive Director on strategic engagement with donors.
  • Identifies fundraising strategies and carries out fundraising efforts that benefit and complement the mission of ICVA.
  • Overseas a portfolio of grants including ensuring high quality reports to donors.

Organizational Setting

  • The Director of Programme reports to the Executive Director.
  • She/he is part of the Senior Management Team to provide leadership to the organization.
  • In close collaboration with the Director of Policy, in charge of global policy issues, she/he ensures coherence of the regional and national work with the global level policy.
  • She/he has management responsibilities for the programme team (including direct reports in Geneva and the Regional Representatives).

Qualifications and Requirements

  • Proven experience as NGO programme director or other senior managerial position, including in the field.
  • Excellent understanding of the NGO sector and of humanitarian action.
  • Experience in working with governments and exposure to INGOs, national NGOs and NGO fora.
  • Thorough understanding of project/programmme management techniques and methods.
  • Possess knowledge in key areas of management, from setting and implementing strategies to communication and fundraising.
  • Excellent knowledge of performance evaluation techniques and key metrics.
  • Excellent knowledge of reporting and budgeting.
  • A business acumen with a strategic ability.
  • Excellent organizational and leadership skills.
  • An analytical mind set with great problem-solving abilities.
  • Excellent interpersonal, communication, and listening skills.
  • Fluency in English.
